をもって — “by means of, with; as of (a point in time)”
A formal way to name the means, timing, or manner behind something official
Noun + をもって formally marks the means or method behind an action (“by means of X”), or marks a precise point at which something officially takes effect (“as of X, effective from X”). It's heavily used in formal announcements, ceremonies, and official notices.
How to form it

Watch out
をもって is strictly formal and written — in ordinary spoken Japanese, で covers the “by means of” sense, and から/に covers timing; don't reach for をもって in casual conversation.
