〜つつある — “in the process of, gradually…”
A change caught mid-motion: 状況は改善しつつある — the situation is gradually improving
ます-stem + つつある describes a change that is gradually, continuously underway right now — very close to 〜ている, but with a more formal, written tone, and used specifically for ongoing changes rather than simple continuous actions.

Watch out
つつある only pairs naturally with verbs describing a gradual change (変わる, 増える, 減る) — it sounds odd forced onto a one-time, instantaneous action.
