を問わず — “regardless of”

Says a category or condition (age, gender, weather) makes no difference to what follows

Noun + を問わず says a particular distinction doesn't matter — “regardless of X.” It commonly pairs with paired opposites (男女を問わず, 昼夜を問わず) to mean “whether it's this or that, it doesn't matter.”

Watch out

を問わず needs a noun with a clear range or distinction (age, gender, day/night) — for a general “no matter what” over an entire open-ended situation, にかかわらず is often the better fit.
