にもかかわらず — “despite, in spite of”
Highlights a surprising result that goes against what a given fact would predict
Noun (or plain-form clause) + にもかかわらず sets up a fact and then shows the result defies what you'd expect from it — “despite X, Y (surprisingly) happened.” It's a formal, written-leaning equivalent of のに, common in news and reports.
