Noun + をめぐって marks the central issue or topic that a dispute, discussion, or debate revolves around — “over the matter of X.” It's almost always paired with conflict-flavored verbs like 争う (fight over), 対立する (clash over), or 議論する (debate).

Watch out

をめぐって is almost never used for a peaceful, agreed-upon topic — its built-in conflict flavor means it sounds strange paired with a neutral verb like 話す without any hint of disagreement.
