恐れがある(おそれがある) — “there is a risk that…”
Warns of a possible bad outcome in careful, formal language
Dictionary-form verb (or noun + の) + 恐れがある formally warns that a negative outcome is possible — “there's a risk/fear that X (bad thing) could happen.” It's common in news reports, warnings, and official notices, and always points toward something undesirable, unlike neutral かもしれない.
How to form it

Watch out
恐れがある is reserved for negative, unwanted possibilities — unlike かもしれない, which is neutral and can describe good or bad outcomes alike, 恐れがある always signals a warning.
