によると — “according to…”
Cites the source of information that follows (usually rounded off with そうだ/らしい)
Noun + によると introduces the source of a piece of information — a news report, a person, a forecast — with the sentence usually closing with そうだ, らしい, or ということだ to mark it as secondhand. It's the standard way to attribute a claim in Japanese, much like “according to” in English news writing.
How to form it

Watch out
によると almost always needs a hearsay ending (そうだ/らしい/ということだ) at the end of the sentence — dropping it and stating the fact plainly reads as if you're the weather bureau yourself, not someone relaying a report.
