にかけては — “when it comes to (a skill or field)”
Singles out one area where someone's ability is especially strong, often the best
Noun + にかけては narrows the focus to one specific skill or field and asserts that, in that one area, the subject stands out — usually as the best or among the best — “when it comes to X, (nobody beats them).” It's almost always used as praise.

Watch out
にかけては is reserved for praising a specific strength — it isn't used to introduce a general topic the way について is; don't reach for it just to mean “regarding.”
