〜てはいけない — “must not”

Prohibition: ここで写真を撮ってはいけません — no photos here

て-form + はいけない forbids something: 入ってはいけない (you mustn't enter). It's the language of rules and signs. The casual contraction 〜ちゃだめ / 〜ちゃいけない is what you'll actually hear from friends and parents.

How to form it

Polite: 〜てはいけません触ってはいけません — you must not touch
Casual: 〜ちゃだめ見ちゃだめ — don't look!

Watch out

は here is the topic particle, pronounced wa. And note the pair: 〜てもいい (may / it's okay to) vs 〜てはいけない (must not) — asking permission and being refused use the same て-form base.
